TikTok Shop is not available in Sweden, and no date has been announced. A natural follow-up question for Swedish online retailers, then, is: can we sell in Germany instead, where TikTok Shop is already open?
You can, but not with the Swedish company. Here are the requirements, the routes and the time it takes, as of 14 October 2026. The terms change often, so check the current rules before you build. The position in Sweden is covered in our guide to TikTok Shop in Sweden, and every country is in our list of where TikTok Shop is available.
Can a Swedish company sell on TikTok Shop in Germany?
Not directly. TikTok’s EU seller registration policy (21 September 2026) requires a business that is incorporated in the country where the shop opens. During registration you choose your country of incorporation, and Sweden is not one of the options. The policy covers eight countries: Belgium, France, Germany, Ireland, Italy, the Netherlands, Poland and Spain.
For larger enterprises, TikTok can accept, case by case, ID issued by another country, a representative living in another EU country and a warehouse in another EU country. The policy mentions no exception for where the business is incorporated. Individuals and sole traders can also register in Germany, but only with residence, a warehouse and returns in the country.
In practice, then, a Swedish brand goes through a German company, such as a subsidiary. The VAT advisory firm Eurofiscalis writes that a VAT registration in the country is not enough for a local shop.
What does TikTok require from sellers in Germany?
The requirements for a company opening a shop in Germany, according to TikTok’s registration policy and onboarding guide:
| Requirement | What TikTok asks for |
|---|---|
| Company | Registered and active in the German commercial register (Handelsregister), with registration number and registry court. |
| Representative | EU-issued ID and residence in Germany, with proof. |
| Warehouse | In Germany. Everything ships within the country. |
| Returns | Received within Germany. |
| Bank account | A business account with a bank in the EU. It does not have to be a German bank. |
| VAT number | A German VAT ID (USt-IdNr). TikTok’s pages don’t fully agree, see below. |
| Owners | TikTok may ask for details of the ultimate beneficial owner. |
Which German company do you need?
A German limited company, a GmbH, needs at least €25,000 in share capital, and its articles of association must be notarized. With less capital, the company becomes a UG (haftungsbeschränkt), which must put a quarter of each year’s surplus into a reserve.
A foreign company can also register a branch (Zweigniederlassung) in the Handelsregister. Whether TikTok accepts a branch of a Swedish company as a German seller is something we have not been able to confirm.
How does VAT work?
Under German VAT law (§22f UStG), a marketplace must record the seller’s German VAT ID when a delivery starts or ends in Germany. TikTok’s own pages don’t fully agree on when the number is required, but the FAQ on the seller page requires it for companies in Germany. Assume the German company will need one.
VAT also depends on who owns the goods in the warehouse:
- The Swedish company moves its own goods to Germany. According to the Swedish Tax Agency, the transfer can be treated as a VAT-exempt sale to another EU country, reported in box 35 of the Swedish VAT return and in the EC sales list. In Germany it counts as an acquisition, and the Swedish company needs a German VAT registration with Finanzamt Hamburg-Nord.
- The German company sells from the warehouse. The German company then registers with its local tax office (Finanzamt).
OSS (One Stop Shop) and the €10,000 threshold (SEK 99,680) apply to distance sales between EU countries, not to sales from a warehouse in Germany to German customers. If the shop sells from Germany to customers in other EU countries, that part can be reported through OSS, according to Eurofiscalis. Have an advisor who knows German VAT review the setup before the goods move.
What applies to packaging and producer responsibility?
Since 12 August 2026, the EU Packaging and Packaging Waste Regulation (PPWR) applies, and Germany’s packaging act VerpackG has been replaced by VerpackDG. The basics are the same: registration in the LUCID packaging register, a contract with a collection system and reporting of packaging volumes. The company must register itself.
Three things matter for TikTok Shop:
- The marketplace checks. According to the Zentrale Stelle Verpackungsregister (ZSVR), which runs LUCID, a marketplace must check the registration before accepting a seller. Without it, the products may not be sold there.
- The same legal entity. According to TikTok, the EPR number must belong to the same legal entity as the shop, and a number from another EU country does not work. The check can take five working days or longer, and products without a valid number are removed. TikTok’s service that pays the fees on the seller’s behalf is not available in Germany.
- A representative for companies without a seat in Germany. Since 12 August 2026, a company with no seat or branch in Germany that ships packaged goods directly to German end customers must appoint a representative there (Bevollmächtigter). That applies, for example, to a Swedish company shipping to German customers from its own online store.
Producer responsibility also covers batteries, electrical and electronic products, which are registered with stiftung ear, and single-use plastics. A manufacturer of electronics with no establishment in Germany must have a representative there.
Under the EU General Product Safety Regulation (GPSR), the product page must state the manufacturer, the responsible person in the EU, product identification and warnings. Warnings and safety information must appear both on the product and on the product page, and on the product page they must be in the language of the country where the product is sold, which means German. For cosmetics, TikTok also asks for the safety report (CPSR) and proof of notification in the EU cosmetics portal (CPNP). According to the seller page, TikTok works with compliance providers that can help with EPR, VAT and the EU responsible person.
What does day-to-day operation involve?
For local sales in Germany, TikTok’s shipping policy lists three ways to ship:
- Fulfilled by TikTok. TikTok’s own warehousing service, where storage, picking, packing, shipping and returns are handled in a single solution. In Germany, the logistics company FIEGE is TikTok’s partner for the service.
- Ship by TikTok, the default option.
- Ship by Seller. You ship from a warehouse in Germany, your own or a logistics partner’s, with one of TikTok’s approved carriers. The order must be packed and labeled within two working days, and an order that has not reached the carrier within seven working days is canceled automatically.
The return rules are more generous than the law. On top of the statutory 14-day right of withdrawal, every TikTok Shop customer in the EU can change their mind about most products within 30 days of receiving them. Return requests that are not approved automatically must be answered within two working days. If the product is faulty, you pay the return shipping. For change-of-mind returns, TikTok and the seller share the cost.
Customer service is measured. You must reply to every customer message within 24 hours, and more than 85 percent must be answered within that time. Auto-replies don’t count. All contact and all returns must go through TikTok, and customers may not be sent elsewhere with external links or QR codes. Cancellation notices must be in the customer’s own language, so in practice customer service has to work in German.
If you sell through Shopify, the TikTok Shop part of Shopify’s TikTok app requires the store to be located in one of ten countries, Germany among them. Whether a Swedish Shopify store with a location in Germany is enough is not clear.
Can you use Sell Across EU instead?
Not as a first step. Sell Across EU lets a seller with an approved shop in one EU country sell in other TikTok Shop countries with the same registration. The home shop must be in one of the eight countries covered by the Sell Across EU page, so a company in Sweden without a shop there cannot get in that way.
Once the German company has a shop, the feature can be the next step. Product listings are translated automatically, and customer messages are translated into the home shop’s language. The probation period and order caps apply to all EU shops combined. Food and drinks, dietary supplements, jewelry, baby and maternity products and second-hand goods cannot be sold this way, and neither can books in Germany and France.
The name varies. The press release in May 2026 and TikTok’s current page on the service (8 October 2026) call it Sell Across Europe, while a page from June calls it Sell Across EU. In the shipping and return policies from September, Sell Across Europe is also used for parcels shipped from the UK to the EU. According to the current page, the home shop can be in the eight countries, and shops can be opened in 13 EU markets, including Austria, the Czech Republic, Greece, Portugal and Hungary. We have not found a start date. For UK sellers, the broad launch of sales to the EU was set for 19 October 2026, according to trade press.
What did IsaDora do?
On 25 September 2025, the makeup brand IsaDora announced that it had opened the shop IsaDora True Beauty from Sweden on TikTok Shop in Germany. That is in the brand’s press release, and the Swedish trade publication Ehandel.se reported it the same day. In the press release, TikTok described IsaDora as one of the first Nordic brands on TikTok Shop. Neither the press release nor the part of the Ehandel.se article that can be read without logging in says which company, warehouse or partner is behind it, and no results are reported. We have not been able to confirm anything more.
What does it cost in time and work?
TikTok gives its own times for its part: two minutes to create an account, 15–20 minutes for the application and 1–3 days of review according to the seller page, normally two to three working days according to the onboarding guide. The check of the packaging registration can take five working days or longer. The application itself takes minutes, then, but it assumes the company, the VAT number and the packaging registration already exist. The sources we have read give no times for those steps.
After approval, the shop is set up with a warehouse address, shipping, payment, at least one product and a linked TikTok account. Then a probation period begins. At the first level, the shop can take at most 50 orders a day, and TikTok has no fixed timeline for how long probation lasts.
Since 8 January 2026, the commission in Germany has been 9 percent of the order value, and 7 percent for some electronics categories and beauty devices. According to TikTok, VAT is included in the rate. On top of that comes the ongoing work: replies within 24 hours, packing within two working days, returns within the country and safety information in German.
If a German company is too big a step right now, TikTok can still send customers to your own store, as our comparison of TikTok Shop and Instagram Shopping explains. You can also test live streams now: read about live selling for everyday products.
